The Patient-Centered Outcomes Research Institute (PCORI) fee is imposed on insurers and plan sponsors of self-insured group health plans, with plan years ending after September 30, 2012 and before October 1, 2019. Sponsors of calendar year plans are required to pay the annual fee by July 31 of each year through the 2018 calendar year.
Recently the IRS revised the Form 720 and instructions for filing the PCOR fees by this July. Those filing the form will need to enter the number of covered lives along with their applicable rates. For plans that ended before 10/1/13 the rate is $1/life, for plan years that ended after 10/1/13 the rate is $2/life.
